Certificates, proofs and land records are usually capped at 500 KB. A PDF scanned on a phone runs to several thousand KB, because each page inside it is really a large photograph.
The most effective saving is dropping the resolution of those page images, and the second is removing pages the form did not ask for. A three-page record when only one page was requested is three times the size for no reason.
Keep the text readable. A file that meets the size limit but cannot be read by the verifying officer is rejected anyway, so aim for around 450 KB rather than scraping under 500.
