Recruitment exams, university admission forms and bank KYC forms usually allow 50 KB — more generous than the 20 KB some state portals demand, which means the face stays noticeably sharper.
Check whether the form states a minimum as well. A range written as 20–50 KB means a 15 KB file is rejected too. Both ends have to be satisfied.
Resize first, compress second. At 200 × 230 pixels, 50 KB is comfortable and there is no need to push the quality down far.
