Government portals in Maharashtra commonly cap the photograph at 20 KB. A phone camera produces a file of 3,000 to 8,000 KB, so the image has to come down by a factor of a few hundred.
Two things have to happen, in this order. First the picture is cut down to the pixel size the form asks for. Only then is it compressed. Compressing a full-resolution photo without resizing it first blurs the face while barely reducing the file size.
This page opens with the Aaple Sarkar preset already applied: 160 × 212 pixels, between 5 and 20 KB. Many portals also enforce a minimum size, so a file squeezed down to 3 KB is rejected just as a 30 KB one would be.
